How did the guy die in the radio tower in the movie Con Air?

When John Cusack’s charchter arrived at the old air base towards the end of the movie, he ran up to the radio tower and found a guy dead, covered with a blanket, under the counter. How did that guy die? It just seemed like a random dead person and had nothing to do with the movie. Am I wrong?

It appears the guy in the radio tower have his throat slit by the gunmen hired by the Colombian Drug Lord.
