Winchester 243 empting round safely.?

can I just pull out the bullet out of the cartridge with an insulter and a pair of pliers? I do not have the money for a bullet puller so don’t even mention it. I just want to pull out the bullet empty the powder and drill out two sides for a necklace

The only real danger I can imagine would be accidentally hitting the primer and if you were to soak the head of the cartridge case in oil for about an hour that would kill the primer. However, if you can find a reloading shop near you it may be possible to purchase a brand new cartridge case, with no powder or bullet and an empty primer pocket. It will already be polished. Getting back to pulling the bullet, you can do it but unless you deactivate the primer you will have a small explosive hanging around your neck that might prove a bit uncomfortable should it ever be ignited by accident.
