Missing Laser Pistol Fallout New Vegas?

I have got the note, Spoke to Head of the Range, And spoke with Stanton, I went to the large rock in the middle of Scorpion Gulch, even checked on youtube to make sure it was the right spot and it is not there, any ideas on what i should do?

The laser pistol is weak….now i think of it new vegas sucked
