Can soldiers purchase their own plate carriers?

Im a 13f and I hate interceptor armor, I understand I cant purchase my own armor but I want a more comfortable vest.

You wear what you are issued. You can only wear a plate carrier if your unit puts out a memorandum allowing it, even then they will probably want you to wear an issued one. The IBAS and IOTV suck ass, we tried getting our unit to let us get plate carriers before we deployed, it was a big no go.
