yes, only rifles chambered for special cartridges like the .600 and .700 Nitro Expess and others don’t require one, but a 4 bore is not in this list.

yeah sorry, I meant for rifles chambered for anything .50 caliber and up except for smoothbores(modern or muzzleloading) and for the cartridges in the special exception list are considered destructive devices, sorry.
