How do You “Quick Scope” in COD: Black Ops?

I always see other players running around the map with their sniper rifles quick scoping my teammates. How do I do it, what sniper rifle do I want, what perks? etc.

The best Sniper is the PSG1 with NO, I repeat, NO attachments, for some reason it benefits from NO attachments and has a damage boost which leads it to have a 1 hit kill anywhere above the waist.

Im not sure about perks because im not a Sniper but what I have told you is the absolute truth!
