What is the best affordable tactical flash light out there?

I loves camping a lot and i need a flashlight that is tough and waterproof. my brother recommends me to buy Surefire flashlight. of course it is very bright and tough but most if them are too expensive to me. so, anyone can recommends to me some great flashlight?
