If the moon does not rotate, why is it totally covered in craters?

The question is based on scienctific theory that the universe is expanding outward from a given, Big Bang, point.
The surface of the moon as well as Venus are both completely covered with craters, evidence of a very violent past. Earth, lying between both, has thru plate tectonics, erased such evidence. Did the moon once ROTATE?

The moon is about 238,000 miles from Earth. It’s not like the Earth completely shields one side of the moon.

Meteoroids and asteroids can approach from any conceivable angle.
