Weaver Detachable

Is there a way to put a Weaver/ Picatinny rail on my Marlin Model 60?

I own a Marlin Model 60 .22 LR. it is semi-automatic, without a detachable magazine (the magazine is located under the barrel). i want to put a small scope on it, but having it drilled and tapped would cost more than a new Model 60 that already has a rail. is there any DIY or other rail-type thing i can put on, for less than $50 USD?

Yes, quite easily. The Marlin Model 60 has a rail that will fit .22LR scope rings. All you need is a .22LR to picatinny rail adapter which I have linked below. Just mount this to the rifle with the accompanying allen wrenches, and then mount your scope to the rail.
